Homeless Housing Assistance and Prevention Program (HHAP) 5
On September 9, 2023, the California Interagency Council on Homelessness (Cal ICH) announced the availability of Homeless Housing, Assistance and Prevention (HHAP) Program Round 5 grant funding. HHAP Round 5 is a $1 billion block grant program authorized by AB 129 (Health & Safety Code § 50230, et seq.), which was signed into law by Governor Gavin Newsom on July 10, 2023.
Round 5 is designed to build on regional coordination developed through previous rounds of the HCFC Homeless Emergency Aid Program (HEAP), HHAP Rounds 1-4, and COVID-19 funding. Round 5 funds should be used to continue to build a unified regional response to reduce and end homelessness, informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing.​
Sutter Yuba Homeless Consortium (SYHC) is inviting proposals from qualified private nonprofit or public organizations capable of operating programs that provide services to Yuba and Sutter County's homeless population under the Homeless Housing, Assistance and Prevention (HHAP) Round 5 Program. This RFP also includes unallocated funds from two Private foundations for Rapid Rehousing Specific activities (Amcor and Union Pacific).

The allocation available through the Sutter Yuba Homeless Continuum of Care is $1,265,903.35. HHAP 5 funds must be expended by June 30, 2027 with specific expenditure deadline requirements(please see Request for Proposals).
